Covenant Amendment Form, Currently 350 signed, need 826 additional to pass covenants.

Joe Nicoloff a Covenant Amendment Committee has been formed Chaired by Scott Webber and Don Austin.  There first meeting is July 11 at 7 pm.

 Charter for this committee is:

The Mission of the Covenant Amendment Committee is to organize a group of fellow Holiday Shores Members to promote approval of the amendment to the current covenants as put forth by the board.  This committee would disband upon the approval of the Covenants amendment.

Jason Hicks with this new copier this will give us 6 months to determine what our usage is and see what is the best fit for us.  We have been going over on our existing copier contract. 

Two recommended from office, this is the cheaper of the two.  Finance committee recommends approval.

Boat Lift Rule

 

Old Rule:

A limited number of boat docks may be built on Association owned out lots with the approval of the building committee

 

Proposed New Rule:

A limited number of boat docks may be on Association owned out lots with the approval of the Building Committee.  Covered boat docks, boat cover structures or boat lifts of any type will not be allowed on docks built on Association owned out lots or in the water on Association owned out lots.

Building Committee Report -  The Building Committee Cared for 11 items at the June 18 & July 2, 2013 meetings.  A permit for two sheds, one dock, a fence, a garage extension, and a permit extension for a house were approved.  Four permits were closed and refunds approved and one refund was not approved.  Gerry Theodor, Building Committee Chair

 

Speed limit rule

Joe Nicoloff basically where we are on that, the Board passed a new speed limit rule at the May 8, 2013 meeting and at the first meeting in June was brought back up to resend the rule, that is the motion.  The Lake Management Committee, Boating Committee, Lakes and Dams Committee, and Public Safety Committee have given the directives to look at, and those items will be : 

 

Is there an issue with excessive wake? And if so define it, speed, boat attitude, hull configuration, ballas, wake building devices, boat operation, turning etc.

 

Way the recreational aspects of exaggerated or hazards wake or wash to other recreational users and property owners.

 

Proximity to shore of recreational activities.

 

Measurement and enforcement.

 

Add-on wake building devices.  Should they be considered.

 

            Should our public docks at the clubhouse be closed due to liability.

 

            Request all involve review the handout and decision supports, the assessing the impact of wake, waves on inland waterways.

Roger Rawson (1851)  A question was brought up about the postings and timings.  Glenn was going to look into that, what was the results of that.

Glenn Dalton it was posted on website back in March, however the link broke and we canŐt determine when it came off.

Joe Nicoloff  no, but I do know that it was up at the end of April into May.  I know it was posted on the Website, sent the email to Michelle on the 28th of March. I know it was up there for at least 4 weeks.

Open Floor

Scott Webber (909) Can you explain the road plan.

Dave Decker roads included are High Point, Biscay Drive, Forest Court, Hawk Island, Jolly Roger and Masthead Court.

Glenn Dalton is you are looking at the roads that we are resurfacing with is 2631 feet, High Point and Biscay that is the third application of chip and seal to bring it to pug mill.

Road Rebuild down on Forest Court, Biscay, Hawk Island, and Jolly Roger that is where we are starting the Pub mill process, we are building the base, and new coats and chip and seal.

Black top is Masthead Court.

Scott Webber (909) Are Culverts being replaced on those roads?

Glenn Dalton yes we are replacing all culverts before repairs to roads.

Scott Webber (909) seems to be some issues about a rule being passed.  It only has to be in Holiday Times.

Joe Nicoloff that is not true, nothing is said about the Holiday Times let me read the rule:

 

Posted to the Association Website and displayed in the Association office for 4 weeks.

 

Tony Harris (1222) Rule is posted on website and that is great.  Could we get the date that it was posted to website so that everyone is aware of the timeline.

Dan Corey (978)  I like to ask what criteria was used to select the Boating Committee Chairman.

Joe Nicoloff – I donŐt know, I didnŐt appoint the Boating Committee Chairman, he has been the Chairman for quite a few years.

Dan Corey (978) Is there a baseline requirement of qualifications?

Joe Nicoloff – no

Dan Corey (978)  So anyone can be a committee chairman, and that Chair can fire whoever they want whenever they want without consulting you first?

Joe Nicoloff the Boating Committee Chair did consult with me about what to do with his Committee, and thatŐs where it came from, I agreed with him that there needed to be representation of the Community.

Dan Corey (978) I am curious if you could tell me what would make Rocky more qualified than Roger?  You havenŐt told me one thing that qualifies him more than Roger.

Joe Nicoloff he is the Chairman of the committee he is a boater.

Dan Corey (978) Has he ever served in the Navy?  Has he ever performed professional water skiing?

Joe Nicoloff he is a member of the community and he is a boater.

Dan Corey (978) so that means that just about everybody that lives out here is qualified to be the Boating Committee Chair.  Is that correct.

Joe Nicoloff could be.
